Bonded pair installs are currently only being done on VDSL (Uverse IPTV) circuits which could have had a minimum of 18 in the past. Bonded ADSL2+ (internet only, internet/VoIP circuits with speeds from .75-18 were in a trial phase for 6-9 months last year. This is what you have if best speeds are 5 or 10 with no Uverse IPTV option.
